Every Roman city began at a single point. Surveyors fixed it with an instrument called the groma, where two axes crossed — the cardo north to south, the decumanus east to west. From that one crossing the whole civic order was set out.
Consessus is the assembly that gathers there — in Latin, those who sit together in council. The point where roads meet and a community convenes; where citizen and state take their seat as one.
